Consulting Services for Conducting an Operational Assessment of Learning and Adaptive Implementation of the “Strengthening Food Systems in Cabo Delgado” Project


The Global Alliance for Improved Nutrition (GAIN) invites independent consulting firms and specialized teams, both national and international, to submit proposals for conducting an Operational Learning and Adaptive Implementation Diagnostic under the Cabo Delgado Food Systems Strengthening Project 2.0 (CDFSS 2.0). 

GAIN, a Swiss-based foundation launched at the United Nations in 2002 to address human suffering caused by malnutrition, is expanding its interventions in Mozambique. The CDFSS 2.0 project spans across Cabo Delgado, Nampula, and Zambézia provinces. 

The assignment aims to generate an evidence-based diagnostic to directly guide operational decision-making, covering critical areas such as market dynamics, distribution models, consumer behavior, beneficiary segmentation, gender and youth inclusion, territory-specific value chains, and investment readiness of target locations. 

Interested candidates must demonstrate solid field expertise and technical proficiency, including:  Proven track record in executing market systems diagnostics, food security assessments, or operational research within Mozambique or similar Sub-Saharan African environments. 

A well-balanced research team comprising a Team Leader with a degree in Social Sciences, Economics, or related fields alongside at least 10 years of relevant experience; a Senior Field Researcher experienced in qualitative methodologies and familiar with the target provinces; and a Market Economist or Value Chain Analyst.

Full fluency in Portuguese (mandatory), strong report-writing capability in English (mandatory), and working knowledge of local languages spoken in the region, such as Makhuwa, Emakhuwa, or Shimakonde (highly desirable).  Operational capacity to cover all three target provinces (Cabo Delgado, Nampula, and Zambézia), including establishing independent logistics for field operations in Zambézia, where GAIN does not maintain a physical office. 

Submission Process and Key Deadlines

The Terms of Reference (ToR) providing complete details on the consultancy scope can be requested via email at: consultant.mozambique@gainhealth.org until August 3, 2026. 

Any requests for clarification or technical questions regarding the bidding documents must be submitted to the same email address by July 31, 2026. GAIN will compile and issue answers by August 3, 2026, which may be shared with all participating candidates. 

Technical and financial proposals must be submitted electronically in either Portuguese or English no later than August 6, 2026. Applications must be sent to **consultant.mozambique@gainhealth.org with the subject line "Proposal - CDFSS 2.0 Operational Learning and Adaptive Implementation Diagnostic". Physical submissions will not be accepted.
