Global Alliance for Improved Nutrition (GAIN) Mozambique invites experienced consulting firms and independent teams of consultants, both national and international, to submit proposals for an Operational Learning and Adaptive Implementation Diagnostic under the "Strengthening Food Systems of Cabo Delgado 2.0" (CDFSS 2.0) project.

The CDFSS 2.0 initiative is currently deployed across the northern and central regions of Mozambique, specifically covering Cabo Delgado, Nampula, and Zambézia provinces. This study aims to produce a robust, evidence-based diagnostic that will directly inform programmatic decisions and field execution. Key analytical areas within the study's scope encompass local market dynamics, distribution models, consumer behavior, beneficiary segmentation, gender and youth inclusion, territory-specific value chains, and investment readiness across target locations.

To be considered eligible, applicant teams must demonstrate solid operational capacity and technical expertise:

Proven Experience: A verifiable track record conducting market systems diagnostics, food security assessments, or operational research in Mozambique or comparable Sub-Saharan African contexts.

Team Structure: A balanced team comprising a Team Leader with an advanced background in Social Sciences, Economics, or related fields and a minimum of 10 years of relevant experience; a Senior Field Researcher skilled in qualitative methods with deep knowledge of the target provinces; and a Market Economist or Value Chain Analyst.

Language Proficiency: Fluency in Portuguese is mandatory for fieldwork execution, alongside strong English skills required for technical reporting. Working knowledge of local languages spoken in the target areas—such as Makhuwa, Emakhuwa, or Shimakonde—is highly desirable.

Logistical Reach: Full operational capacity to deploy across Cabo Delgado, Nampula, and Zambézia. Applicants must possess independent logistical capability for Zambézia, where GAIN does not maintain a physical office presence.

Interested parties must request the official Terms of Reference (ToR) by August 3, 2026, by emailing consultant.mozambique@gainhealth.org. Requests for clarification or specific questions regarding the assignment must be submitted to the same email address by July 31, 2026. GAIN will compile and issue consolidated responses to all inquiries by August 3, 2026.

Both technical and financial proposals must be submitted electronically to consultant.mozambique@gainhealth.org no later than August 6, 2026. Submissions may be drafted in either Portuguese or English and must feature the subject line "Proposal CDFSS 2.0 Operational Learning and Adaptive Implementation Diagnostic". Physical paper submissions will not be accepted.
