Hidroeléctrica de Cahora Bassa, SA (HCB) invites experienced and qualified companies or consortia of companies to submit Expressions of Interest for the tender N.º HCB/DPL/REPOSIÇÃO – OPERACIONALIZAÇÃO DO SMEM-DESCARREGADORES/46/2026, aimed at fully restoring the operational functionality of the mechanical stress monitoring system on the dam's spillways.

Background and Context

Structural behavior studies conducted at the Cahora Bassa dam revealed concrete expansion driven by alkali-silica reaction (or similar phenomena), causing displacements, deformations, and increased internal stress. Consequently, lateral walls of the spillways have distorted and joints in structural components have deformed. Although a specialized dynamic stress monitoring system was previously installed to measure real-time stresses on arms, joints, and gate rollers, this system is currently inoperable. HCB is seeking a specialized partner to fix and modernize this crucial infrastructure.

Scope of Work

The hired company or consortium will be responsible for executing the following scope of services:

• Diagnosis and Restoration: Assessing the current inoperable system and carrying out all necessary interventions to restore complete functionality.

• Installation and Integration: Installing a new monitoring system on the surface spillway and integrating it into the existing network.

• Technical Capacity Building: Providing hands-on practical training to HCB staff in system operation, maintenance, diagnostics, and data processing/analysis.

• Long-term Support: Delivering full technical documentation, maintenance software, and a critical spare parts list intended for five (5) years of continuous operation.

Eligibility Criteria and Required Documentation

Interested companies must fulfill minimum eligibility requirements and submit complete supporting documentation:

1. Legal Certification: Articles of Association (Estatutos), Commercial Registration Certificate, and valid Operating License (Alvará).

2. Tax Compliance: Proof of no outstanding tax debt issued by the tax authorities in Mozambique (Certidão de Quitação das Finanças). Applicants who have formally requested this document but have not yet received it must provide proof of application.

3. Social Security Compliance: Proof of no outstanding social security debt (Certidão de Quitação do INSS).

4. Insolvency Status: Declaration confirming the absence of insolvency processes or judicial recovery proceedings against the company. Proof of application to the competent authority is accepted if the certificate is pending issue.

5. Financial Health: Financial Statements and Accounting Documentation (Balance Sheets and Income Statements) for the latest fiscal year.

6. Technical Experience: Signed company declaration listing past or ongoing similar contracts, specifically detailing experience with mechanical stress monitoring systems on spillways using the official form provided in the announcement. Experiences unrelated to the scope of this tender will not be considered.
