Scope and Key Project Components
The concessionaire will be tasked with transforming the Calómuè border infrastructure. The project scope encompasses four main operational pillars:
International Freight Terminal: Design and construction of specialized facilities to handle cross-border cargo efficiently.
International Passenger Terminal: Infrastructure tailored to streamline border clearances and facilitate passenger movement.
ICT Infrastructure, Equipment, and Furniture: Supply and implementation of modern information technology systems, specialized equipment, and operational furnishings across the facilities.
Support Housing and Administrative Buildings: Construction of residential accommodations for border agents alongside supporting administrative offices.
Responsibilities of the Concessionaire
The selected private partner will assume end-to-end responsibilities under the concession agreement, which include:
Securing total or partial financing for the project based on the outcomes of the feasibility study.
Executing full construction works and managing the installation of all specialized equipment and systems.
Managing day-to-day operations, routine maintenance, and overall infrastructure management throughout the concession period.
Transferring all assets and infrastructure back to the Mozambican State upon the expiration of the concession term.
Eligibility Criteria and Qualification Requirements
Interested bidders must demonstrate robust technical expertise, financial standing, and legal compliance. Requirements include:
Proven track record in the development, management, or operation of logistics terminals, border posts, or similar complex infrastructure.
Demonstrated financial capacity supported by audited financial statements.
Prior experience executing Public-Private Partnership (PPP) projects.
Fully regularized legal and tax status under applicable regulations.
