Hidroeléctrica de Cahora Bassa, S.A. (HCB) invites eligible consultancy firms to submit Expressions of Interest to act as the Owner's Engineer for Phase 3 of the REARSUB Brownfield Project (BF3), focusing on the rehabilitation of the Songo HVDC Converter Station under Tender No. HCB/DPL/OWNER'S ENGINEER PARA O PROJECTO BF3 /045/2026.

HCB operates the Cahora Bassa Hydroelectric Scheme under a concession framework and is launching a brownfield project titled "Projecto de Reabilitação da Estação Conversora HVDC de Songo (Projecto BF3)". The hired consultancy firm will assist HCB throughout the project execution lifecycle, beginning during the contractor negotiation phase, immediately following appointment or contract signature.

Scope of Consultancy Services

The Owner's Engineer will deliver comprehensive technical oversight, project management, and advisory support. Key operational responsibilities encompass, but are not limited to:

• Reviewing technical specifications for Project BF3 and assuming Tender Agent duties after contract award or prior to contract signature.

• Establishing effective coordination across project entities, including tight alignment with Electricidade de Moçambique (EDM), Eskom, ZESA, and the Interface Consultant.

• Providing specialized engineering management to supervise technical solutions, Employer's Requirements, interface risks, and planned shutdown programs.

• Mitigating contract disputes, claims, and change orders raised by the BF3 contractor.

• Ensuring smooth operation of document control systems, reviewing technical submittals, and managing risk registers across engineering, environmental, and financial domains.

• Supervising environmental compliance based on the Environmental and Social Impact Assessment (ESIA) and Environmental and Social Management Plan (ESMP).

• Overseeing factory acceptance tests (FAT), logistics inspection for heavy equipment transport, site installation, testing, and commissioning.

• Formulating and monitoring training programs for HCB technical teams, including knowledge transfer protocols.

• Verifying project quality gates, reviewing invoices submitted by contractors, and providing recommendation reports for payment approvals.

Minimum Eligibility and Qualification Criteria

Interested consulting entities must demonstrate proven experience and fulfill strict technical and legal prerequisites:

1. Legal Registration: Valid Commercial Registration Certificate and operating license authorizing activity in the relevant domain.

2. Track Record: Minimum of three (3) successfully completed reference projects involving HVDC converter stations (new builds or rehabilitations) over the last 10 years (since January 1, 2016). Projects must cover contract management, interface management, design review, quality assurance, supervision, testing, and commissioning. Summaries must use the mandatory table layout provided in the tender document.

3. Corporate Profile & Human Resources: Detailed team structure, highlighting technical expertise in HVDC converter stations, project management, control systems, and site supervision.

4. Legal & Social Compliance: Proof of no active insolvency or bankruptcy proceedings, alongside valid Tax Clearance (Certidão de Quitação das Finanças) and Social Security Clearance (INSS). Proof of pending application to competent authorities is accepted if certificates are in process.

5. Financial Capacity: Audited financial statements (Balance Sheets and Income Statements) for the last three (3) fiscal years. For Joint Ventures or Consortia, financial records for each member entity are required.

Note: Subcontractor qualifications will not be factored into the initial evaluation of candidate eligibility.
