Ministério das Comunicações e Transformação Digital invites eligible contractors to submit sealed bids for the rehabilitation of its headquarters building in Maputo under the Mozambique Digital Acceleration Project (PADIM) [Credit No.: IDA-71820, Project No.: P176459, SDP Reference: 123/MDAP/MCTD/W-RFB/25].

This procurement process, funded in part by the World Bank (WB), is organized as a Request for Proposals (RFP) for Small Works using a Single-Envelope procedure.

Scope of Works and Execution Timeline

The selected contractor will execute civil works dedicated to the structural and physical rehabilitation of the ministry's headquarters building. The principal work packages are detailed in the official bidding documentation.

• Execution Period: 4 consecutive months.

• Defects Liability Period: 12 months following completion.

Eligibility Criteria and Participation Requirements

Bidding is conducted in accordance with the World Bank's Procurement Regulations for IPF Borrowers (September 2023).

• Licensing Requirement: Participating contractors must hold a valid construction license (Alvará) of 5th Class or higher.

• Bid Securing Declaration: Bids must be accompanied by a Bid-Securing Declaration (Declaração de Garantia da Proposta) using the form supplied in the SDP documents.

• Proposal Validity: Submitted bids must remain valid until November 27, 2026.

Inspection Site Visit and Bidding Documents

An official site visit is scheduled to allow bidders to assess the physical condition of the premises prior to proposal submission:

• Site Visit Date and Time: August 10, 2026, at 09:00 AM.

• Site Visit Location: Headquarters Building of the Ministry of Communications and Digital Transformation (MCTD), Avenida Patrice Lumumba, n.º 770, Maputo City.

Interested candidates can inspect or obtain the complete Bidding Document starting July 24, 2026, between 08:00 AM and 15:00 PM at the Project Implementation Unit.

Submission Guidelines and Public Opening

Bids must be delivered in physical sealed envelopes. Submission via electronic mail is strictly prohibited, and late submissions will be automatically rejected.

• Submission Deadline: August 27, 2026, by 10:30 AM.

• Public Opening Session: August 27, 2026, at 10:30 AM (held publicly in the presence of bidders or their representatives at the submission location).
