Sociedade Nacional de Transporte de Energia, SA (STE) invites eligible firms to submit their commercial proposals for the supply of personal protective equipment and corporate identity wear under the Temane Regional Energy Transport Project (TREP), under reference number 142/TREP/2025.

The Republic of Mozambique has received financing from the World Bank toward the cost of the Temane Regional Energy Transport Project (Grant No. D495-MZ), and intends to apply part of the proceeds to eligible payments under the contract resulting from this Request for Quotations (Goods - Firm Selection).

Tender Scope and Lots

The procurement procedure is structured into two distinct lots to supply essential operational gear:

• Lot 1: Fornecimento de Equipamento de Protecção Individual (Supply of Personal Protective Equipment) – Projecto Regional de Transporte de Energia de Temane.

• Lot 2: Fornecimento de Vestuário de Identidade Corporativa (Supply of Corporate Identity Workwear) – Projecto Regional de Transporte de Energia de Temane.

Evaluation Criteria and Participation Requirements

Proposals will be evaluated using total price comparison methods, as defined in the World Bank's "Procurement Regulations for IPF Borrowers" (September 2025 edition). Evaluation and award will be made for the set of characteristics presented, awarding the contract to the bidder offering the lowest evaluated price that fully meets all technical requirements.

Key criteria for qualification include:

• Registration in the Single Registry of Public Works Contractors, Goods Suppliers, and Service Providers to the State (Cadastro Único de Empreiteiros de Obras Públicas, Fornecedores de Bens e Prestadores de Serviços ao Estado), alongside fully regularized tax status.

• Proposals must feature detailed technical descriptions of all requested equipment, explicitly including model references alongside complete descriptive catalogs or datasheets for every item.

• Pricing must be quoted exclusively in national currency (Metical).

• Offered bids must remain valid for a period of 60 days from the proposal submission deadline.

Terms of Reference and Submission Guidelines

Interested bidders must formally request the official Terms of Reference (ToR) by contacting the procurement department via email at procurement@ste.co.mz.

Proposals must be delivered separately in sealed envelopes or sent electronically by email, no later than August 13, 2026, at 14:00 hours. Envelopes or email subject lines must strictly carry the designated lot identification text as follows:

• For Lot 1: "Lote 1: FORNECIMENTO DE EQUIPAMENTO DE PROTECÇÃO INDIVIDUAL. Projecto Regional de Transporte de Energia de Temane. NÃO ABRIR ANTES DAS 14:00 horas do dia 13/08/2026."

• For Lot 2: "Lote 2: FORNECIMENTO DE VESTUÁRIO DE IDENTIDADE CORPORATIVA. Projecto Regional de Transporte de Energia de Temane. NÃO ABRIR ANTES DAS 14:00 horas do dia 13/08/2026."
