Empresa Nacional de Hidrocarbonetos, E.P. (ENH) invites interested national and foreign corporate entities that meet the required eligibility criteria to submit proposals through the ENH Supplier Portal (Portal de Fornecedores da ENH) for the public tender regarding the Hiring of a Specialized Company for Graphic Production, Printing, and Installation of an Outdoor Advertising Canvas on the Exterior Wall of ENH's Headquarters Building (Contratação de Empresa Especializada na Produção Gráfica, Impressão e Montagem de uma Lona publicitária na parede exterior do edifício-sede da ENH), under Reference No. Concurso Público Nº 17/GAPO/ENH/071.2/2026.

This public procurement process aims to contract specialized services to manage graphic production, large-format printing, and structural assembly for the institution's main administrative building in Maputo. Key operational details and conditions for participation include:

• Site Visit (Visitas ao Local da Obra): Conducted on August 18, 2026, at 10:00 AM.

• Proposal Submission Deadline: Submissions must be submitted exclusively via the ENH Supplier Portal by September 8, 2026, at 10:00 AM.

• Bid Opening Session: Scheduled for September 8, 2026, at 10:15 AM (15 minutes after submission closes) at Edifício JAT V-III, No. 918, 7th Floor, in the presence of attending bidders or their representatives.

• Proposal Validity: Submitted bids must remain valid for a period of 120 days.

• Provisional Guarantee (Garantia Provisória): Required in the amount of 60,000.00 MT.

• Tender Document Fee (Custo do Caderno de Encargos): Available for purchase at a non-refundable fee of 2,000.00 MT. Purchasing the dossier is mandatory to participate in the tender.

To register on the ENH Supplier Portal, bidders must submit mandatory eligibility documents: (I) Registration Certificate in UFSA's Single Registry of Public Works Contractors, Goods Suppliers, and Service Providers (Cadastro Único); (II) Commercial registration certificate or equivalent document; (III) Valid operating license (Alvará) or equivalent; (IV) Publication in the Official Gazette (Boletim da República); and (V) Tax Identification Number Assignment (Atribuição do NUIT).

Additionally, bidders must submit: a. Tax Clearance Certificate (Certidão de Quitação das Finanças); b. INSS Clearance Declaration; c. Judicial Court Declaration; d. INE Certificate; e. Provisional Guarantee; and f. Technical and Financial Proposal.
