The supervisory scope spans multiple strategic road sections categorized by region:
Southern Region: Includes key links in Maputo Province (Boane - Michangulene, Porto Henrique - Catuane), Gaza Province (Macarretane - Matchingue, Chinhacanine - Nalazi, Ndindiza - Saute, among others), and Inhambane Province (Massinga - Sitila, Sitila - Funhalouro, Mapinhane - Macumene, Inharrime - Panda, and the Lindela - Inhambane - Tofo - Jangamo network).
Central Region: Encompasses vital routes across Sofala Province (Casa Nova - Estaquina, Muxungue - Chibabava, Dondo - Semacueza, Muanza - Inhaminga), Manica Province (Chimoio - Macate, Espungabera - Inhacufera, Dombe - Chitaisi), Tete Province (Magoe - Mucumbura, Chitima - Nhabando, Bene - Bacalhau), and Zambézia Province (Malei - Maganja da Costa, Zero - Mopeia, Mopeia - Luabo, Namacurra - Macuze).
Northern Region: Covers major corridors in Nampula Province (Nacala-a-Velha, Nametil - Chalaua, Monapo - Quissanga, Liupo - Angoche, Memba - Mazua), Cabo Delgado Province (Montepuez - Namuno, Meluco - Muaguide, Mazere - Chai), and Niassa Province (Lichinga - Unango, Cuamba - Mecanhelas, Etatara - Majige, Metarica - Maua).
Selected consultants will carry out supervisory duties across an estimated service duration of 36 (thirty-six) months. Core responsibilities include contract administration, physical and financial execution tracking, technical verification of contractor designs, quality control, and monitoring compliance with environmental, social, and occupational safety regulations.
The shortlisting process will be conducted in accordance with the legal framework governing public procurement under Decree No. 79/2022 of December 30. Final selection from the shortlisted applicants will follow Quality and Cost-Based Selection (QCBS) procedures. Expressions of Interest will be evaluated on a 100-point scale based on the following criteria:
General and specific consultant experience in required supervision services (70 points)
Work experience under similar execution conditions (10 points)
Quality and competence of key personnel available for project implementation (20 points)
Bidders are permitted to form joint ventures or associations to strengthen their qualifications. Expressions of Interest must be concise (not exceeding 20 pages), detailing company experience, track record in similar works, and professional profiles of proposed staff.
Proposals must be written in Portuguese and delivered in hard copy or submitted electronically, clearly marked "Serviços de Consultoria para a Fiscalização das Obras de Asfaltagem de Estradas no âmbito do Programa 'Mais Estradas - 2031'", by no later than 10:00 AM (local time) on September 17, 2026.
