This consultancy role falls under the implementation of the Resilient Artisanal Fisheries Development Project (PROPEIXE), supported by the International Fund for Agricultural Development (IFAD) and the Global Environment Facility (GEF). The project spans 21 districts across the coastal provinces of Cabo Delgado, Nampula, Zambézia, Sofala, and Inhambane. Administrative oversight and general project coordination are managed by the Project Management Unit (Unidade de Gestão do Projecto - UCP) based in Maputo City.

The procurement process is subject to IFAD financing rules, procedures, and approval, following the General Procurement Notice published in Jornal Notícias and on the United Nations Development Business (UNDB) portal on October 17, 2024. Selection will be conducted in accordance with Mozambique's State Procurement Regulation (Decree No. 79/2022 of December 30) alongside IFAD Procurement Guidelines (www.ifad.org/project-procurement). Evaluation includes verifying qualifications, previous relevant experience, and conducting reference checks prior to award.
