UNESCO invites qualified service providers and consultancy firms to submit formal quotations for the design and implementation of the Teacher Task Force Advocacy Campaign (September 2026–July 2027). This international request for quotation aims to leverage key findings from the Global Report on Teachers 2026 to drive policy dialogue and advance advocacy on teacher development across Sub-Saharan Africa, with operational implementation anchored in Mozambique.

The strategic assignment focuses on framing critical discussions regarding the future of the teaching profession and contributing directly to the post-2030 education agenda.

Scope of Work and Campaign Deliverables

The selected contractor will be tasked with providing comprehensive advocacy and strategic communication services, which encompass:

  • Formulating an overarching, evidence-based campaign strategy tailored to regional dynamics.

  • Developing innovative creative concepts and multimedia engagement materials.

  • Identifying and mapping priority target audiences, key institutional decision-makers, and sectoral stakeholders.

  • Facilitating structured policy dialogues to influence education agendas across Sub-Saharan Africa.
