Administração Nacional de Estradas, I.P. (ANE, IP) invites eligible building contractors to submit sealed bids for the construction and equipping of two health centers, alongside the supply of emergency ambulances, in Cabo Delgado Province. Operating under Tender Reference 47A003041/CP/51/2026, this competitive process forms a crucial component of the SADC Sub-Regional Transport and Trade Facilitation Project.
Financed jointly by the African Development Fund (the Bank) and the European Union (EU), the broader infrastructure project encompasses the rehabilitation and upgrading of a 59 km stretch of the R1251 road between Mueda and Nambungale, including the construction of a 5.4 km bypass around Mueda town. The current procurement focus aims to enhance community health infrastructure along this transport corridor.
Scope of Works and Lot Division
The contract is structured into two distinct packages under National Open Competitive Bidding (OCBN) procedures:
Lot I: Construction and equipment of the Community Health Center in Ngapa, including the supply and delivery of 1 (one) ambulance. Qualified contractors must hold a 5th Class - Category I public works contractor license.
Lot II: Construction and equipment of the Community Health Center in Nandimba, including the supply and delivery of 1 (one) ambulance. Qualified contractors must hold a 5th Class - Category I public works contractor license.
Both lots feature an execution period of 6 months for construction, followed by a 12-month Defects Liability Period (DLP). Disbursements for executed works will be handled through direct payments by the funding institution.
Bidding Procedures and Document Acquisition
Bidding will be conducted through National Open Competitive Bidding protocols as defined in the African Development Bank's Procurement Policy for Bank Group Funded Operations (October 2015 edition).
Interested and eligible bidders can examine and obtain the complete bidding documents in English free of charge by submitting a written application (via email or hard copy) to the Procurement Department. Bidding documents will be issued during regular working hours, from 7:30 AM to 3:30 PM local time.
Mandatory Site Visit
A guided site visit will be conducted by the client on 1 September 2026, starting promptly at 9:00 AM local time. The designated meeting point for participating contractors is the contractor's camp for the Mueda-Nambungale Road Project in Mueda.
Submission Guidelines and Deadlines
Proposal Guarantee: All proposals must be accompanied by a Bid Securing Declaration using the exact form provided within the tender documentation.
Bid Validity: Bids must remain valid for the standard base period specified in the Bid Data Sheet or any extended period agreed upon in compliance with procurement regulations.
Beneficial Ownership: In line with Bank rules, the borrower will publish beneficial ownership information for the winning bidder as part of the Contract Award Notice.
Submission Deadline: Sealed physical bids must be delivered to the ANE Headquarters address below no later than 18 September 2026 at 10:00 AM local time. Late submissions will be rejected automatically; electronic bids are not permitted.
Public Opening Session: Bids will be opened publicly in the presence of attending bidder representatives on 18 September 2026 at 10:00 AM local time.
