The works are divided into five distinct lots spanning Maputo, Gaza, and Inhambane provinces:
Lot 1 (Maputo): Construction of 23 two-classroom blocks, 12 latrine blocks, and 1 community circle center. Requires a minimum 6th Class public works license.
Lot 2 (Gaza): Construction of 17 two-classroom blocks, 14 latrine blocks, and 1 waiting home for expectant mothers (casa-mãe-espera). Requires a minimum 6th Class public works license.
Lot 3 (Inhambane): Construction of 6 two-classroom blocks, 4 latrine blocks, and 1 maternity unit. Requires a minimum 6th Class public works license.
Lot 4 (Maputo and Gaza): Construction of 10 water supply systems, each comprising a borehole, water tower, and public standpipe. Requires a minimum 5th Class public works license.
Lot 5 (Inhambane): Construction of 8 water supply systems, each comprising a borehole, water tower, and public standpipe. Requires a minimum 5th Class public works license.
This procurement process follows local competitive bidding (RFB) procedures established under the World Bank’s "Procurement Regulations for IPF Borrowers" (7th Edition, September 2023).

All submitted proposals must include a Bid Guarantee Declaration alongside a formal Declaration on Sexual Exploitation and Abuse (SEA) and Sexual Harassment (SH). Electronic submissions are strictly forbidden and will result in automatic rejection.
Proposals must be physically delivered in sealed envelopes no later than 11:00 AM (local time) on September 24, 2026. The public opening session will take place immediately after the deadline at 11:00 AM on the same day, open to representatives of participating companies who wish to attend.
