Ministério das Finanças invites qualified and eligible national and international service providers to submit sealed bids for the provision of comprehensive air and ground travel agency services supporting the Economic Linkages for Diversification Project (Conecta Negócios).

Financed through International Development Association (IDA) Grant No. D810-MZ under Project No. P171664, this single-stage tender—designated under Contract Reference 02/MEF/DNT/PLED/NC/RFB—will be conducted in accordance with World Bank Procurement Regulations for IPF Borrowers (revised November 2020). Bidders are required to quote for the full scope of requested services listed across all items in the bidding specifications.

The Project Coordination Unit (UCP) notes that the Conecta Negócios initiative maintains rigorous operational standards regarding social responsibility. Participating vendors must commit to workplace equality and strictly adhere to World Bank regulations prohibiting Sexual Exploitation, Abuse, and Harassment (SEAH).

Key proposal parameters include:

• Submission Deadline: Bids must be physically delivered by 10:30 AM on September 15, 2026. Electronic submissions are strictly prohibited and will be automatically disqualified.

• Public Opening Session: Scheduled for September 15, 2026, at 10:30 AM, taking place at the submission address in the presence of bidders or their designated representatives.

• Proposal Validity: Submitted offers must remain valid for a minimum period of 120 days following the submission cutoff.

• Provisional Guarantee: Bids must include a provisional bid security (Garantia Provisória) in the amount of 58,000.00 MZN, valid for 148 days.
