Project Context and Scope of Works
The Government of Mozambique has secured financing from the World Bank to fund the Urban Water Security Project and intends to apply part of these proceeds toward eligible payments under the contract for Construção de Sanitários Domiciliares em Quelimane. Disbursement will follow the Direct Payment method as defined in the World Bank’s Procurement Regulations for IPF Borrowers.
The detailed scope of physical interventions encompasses:
Construction of approximately 387 new household sanitation facilities in the Mapiazua neighborhood, Quelimane.
Rehabilitation of 102 existing household sanitation facilities, which includes the replacement of sanitary fixtures, installation of new windows, doors, and related civil fittings.
Procurement Framework and Eligibility
Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) process, in accordance with the World Bank's "Procurement Regulations for IPF Borrowers" (7th Edition, September 2025). The competition is open to all eligible bidders meeting the criteria set forth in the Procurement Regulations.
Bidders should note that applicable regulations mandate the disclosure of beneficial ownership information for the winning contractor as part of the Contract Award Notice, utilizing the Beneficial Ownership Disclosure Form included in the bidding documents.
Financial Guarantee and Tender Documents
To participate, candidates must meet the financial security requirements:
Bid Security (Garantia de Concurso): All proposals must be accompanied by a Bid Guarantee valued at USD 40,000.00.
Document Inspection: Interested contractors may inspect the bidding documents during regular business hours, from 08:30 to 15:00 hours, at the institutional address specified below.
Document Acquisition: Bidding documents are written in English. Eligible bidders can request access by submitting a formal written application to the designated email address. Upon receipt, candidates will be provided with a link to download the complete digital tender dossier. DNAAS accepts no responsibility for file alterations or technical damages during download.
Submission Guidelines and Public Opening
Submissions must be delivered physically in sealed envelopes following a Single-Envelope bidding process. Submission of proposals via electronic mail is strictly prohibited, and late bids will be automatically rejected.
Submission Deadline: August 24, 2026, until 10:00 AM.
Public Opening Session: August 24, 2026, at 10:00 AM, conducted publicly at the submission venue in the presence of bidders or their official representatives who choose to attend.
