Administração Nacional de Estradas, Instituto Público (ANE, IP) - Delegação Provincial de Nampula invites eligible individual or legal entities—including small, medium, and large enterprises registered under the Sistema Nacional de Cadastro Único de Empreiteiros de Obras Públicas, Fornecedores de Bens e Prestadores de Serviços—to present sealed proposals for civil construction works regarding the perimeter wall of the Namaita Camp (Empreitada para Obras de Construção do Muro de Vedação do Acampamento de Namaita), launched under Public Tender No. CR/47D000641/CP/17/2026.

Eligibility Criteria and Technical Qualifications

To ensure valid participation, candidates must meet clear licensing and technical standards:

• Construction License Requirements: Bidders must hold an active Public Works Contractor License (Alvará de Empreitada de Obras Públicas) of at least 5th Class, Category I (subcategories 1, 3, 7, 8, 11, and 13), combined with all other technical parameters outlined in the tender dossier.

• Proposal Validity: Submitted bids must remain valid for 90 days from the proposal opening date.

• Provisional Security: Proposals must be accompanied by a Provisional Guarantee (Garantia Provisória) amounting to 500,000.00 MT, valid for 120 days after the bid opening date and addressed directly to ANE, IP - Delegação Provincial de Nampula. Alternatively, candidates may submit a notarized Bid Securing Declaration (Declaração de Garantia Provisória) for the same value, in accordance with Decree No. 89/2021 of October 6.

Document Acquisition and Mandatory Site Visit

Bidding documents and complementary information can be purchased starting July 31, 2026, during normal working hours at the physical address listed below.

• Document Acquisition Fee: A non-refundable fee of 5,000.00 MT (or equivalent in freely convertible currency), payable by presenting a bank deposit slip into account Banco Millennium BIM - 11834098 held by ANE-Delegação Provincial de Nampula.

• Mandatory Site Visit: A compulsory site inspection and subsequent pre-tender meeting will take place on August 11, 2026. Participating contractors must assemble at 10:00 AM at the premises of ANE, IP - Nampula.

The contracting authority explicitly notes that DPANE, IP-NPL accepts no responsibility for dispatching documents to bidders through any transmission channels.

Submission Guidelines, Opening Session, and Address Details

Proposals must be physically delivered in sealed envelopes no later than 9:00 AM on August 20, 2026. The public proposal opening session will take place immediately at 9:15 AM on the same day in the Conference Room of the Delegation, in the presence of attending representatives of the participating firms.
