Administração Nacional de Estradas, Instituto Público (ANE, IP) invites eligible contractors to submit sealed proposals for the construction of water supply system infrastructure along the Negomano-Roma road corridor. Financed by the African Development Fund (Loan No. 2100150036499) as part of Phase I of the Mueda – Negomano Road Project, this public tender (Ref: 47A003041/CP/68/2026) aims to build essential social infrastructure for local communities alongside the 70 km road under construction.

The works are structured into two distinct lots located in Mueda District, Cabo Delgado Province (Negomano Administrative Post):

• Lot I: Construction of water supply systems in the communities of Negomano sede and Chiulukutu.

• Lot II: Construction of water supply systems in the communities of Ninga, Nangete, and Nahavara.

Both lots require a 6th Class Public Works Contractor License in Categories I and VI. The required execution period for each lot is 6 months, followed by a 12-month Defects Liability Period (DLP). Disbursements will follow the Direct Payment method outlined in the African Development Bank (AfDB) guidelines.

The procurement process is being conducted through Open Competitive Bidding (National) in line with the AfDB's Procurement Policy for Bank Group Funded Operations (dated October 2015). Bidding documents in English can be obtained free of charge by sending a written request to mueda.negomano@ane.gov.mz or mueda.negomano@gmail.com. Interested bidders may also examine the tender dossier in person between 07:30 AM and 03:30 PM (local time) at ANE headquarters in Maputo.

Proposals must be enclosed in sealed packaging and physically delivered to ANE’s main office no later than September 22, 2026, at 10:00 AM local time. Late submissions and electronic bids will be rejected. All bids must include a formal Bid Securing Declaration as specified in the Instructions to Bidders. Additionally, the winning contractor will be required to disclose beneficial ownership information as part of the Contract Award Notice.

The public bid opening will take place on September 22, 2026, at 10:15 AM in the Conference Room at ANE headquarters, in the presence of bidders or their official representatives.
