Universidade Eduardo Mondlane (UEM) invites national or foreign individuals and corporate entities that fulfill the legally required eligibility criteria to submit sealed proposals for the selection of an investor/partner for a property exchange (Permuta Patrimonial). This project involves constructing and delivering a brand-new, fully operational building for the Faculty of Architecture and Physical Planning (Faculdade de Arquitectura e Planeamento Físico - FAPF) on UEM's Main University Campus under a turnkey execution model (Regime Chave-na-Mão).
Under public tender No. CR50A010541/CP/016/2026, the property exchange involves swapping the existing FAPF facilities located at Rua da Argélia for a newly constructed FAPF building. The incoming partner will be responsible for conceiving, financing, designing, building, equipping, and handing over the new structure ready for academic use on the Main Campus, including its surrounding exterior infrastructure as specified in the tender documents. The procedure is governed by the Regulation on Contracting of Public Works, Supply of Goods and Provision of Services to the State (Decree No. 79/2022 of December 30), combined with the State Asset Management Regulation (Decree No. 42/2018 of July 24) and applicable Mozambican legislation.
Interested bidders can examine the tender documents free of charge or acquire them upon payment of a non-refundable fee of 2,000.00 MT. Payment must be made via bank deposit or transfer to the account under the name UEM - DIM at ABSA Bank (Account No. 0016110000180, NIB/IBAN 000200161611000018049, SWIFT Code ABMZMZMA, Fernão Magalhães Agency).
A mandatory site visit to all properties involved in the exchange is scheduled for August 24, 2026, structured as follows:
09:00 AM: Visit to the current facilities of the Faculty of Architecture and Physical Planning at Rua da Argélia, No. 385, Maputo.
01:00 PM (13h00): Visit to the construction site for the new FAPF building at the Main University Campus of UEM.
Participation in both site visits must be verified by signing the official attendance sheet, which constitutes an essential eligibility requirement for tender participation.
Bids must be delivered no later than 10:00 AM on September 17, 2026, to the Directorate of Infrastructure and Maintenance (Direcção de Infraestruturas e Manutenção - DIM), located at Universidade Eduardo Mondlane, Building No. 12 – Main Campus, Maputo City (Telephone: +258 843934792, Email: dim.uem@uem.mz). The public bid opening session will take place on the same day, September 17, 2026, at 10:30 AM at the same venue, where bidders or their duly credentialed representatives may attend.
Submitted proposals must remain valid for a period of 120 days from the opening date and must be accompanied by a Provisional Guarantee (Garantia Provisória) valued at 3,100,000.00 MT, issued in strict accordance with the provisions outlined in the tender dossier.
